I changed the fuel filter. Air filter looks new. I haven't cleaned the MAF sensor. And the rpm does go over 3000 but hesitates like crazy. It like the engine turns off and on really fast.Will the engine rev pas 3000 RPM while driving it?

The voltage on my gauge drops dramatically especially with headlights on.It sounds like you have an electrical problem.

Yes I lose a lot of volts when I have my headlights on. That causes my windows and wipers to move very slow or not move at all. Then when I turn off the headlights(or heater...etc) the volts jump back up and my windows easily go up and down. That's what I noticed. Also it doesn't matter if I'm going up or down hill, or in rain and snow.It sounds like you may have an electrical problem.
Is there any change in the voltmeter or loss or decrease in electrical power needed for lights, wipers or accessories?

Yes?? I bought the car and haven't touched the alternator and stuff like that yet.Does it still have the stock alternator?
That is not good. I would suggest that you take the car to your local auto parts store and have them check the charging system. They will do it for free. Do a wiggle test of the alternator wiring and grounds while they are checking it.I checked the voltage with a volt-ohm meter and at idle with everything turned off the volt is around 14.5 and then when you turn everything from headlights to heater on, the volts drop down to 11.5-12.1volts.

One thing I would suggest replacing is the ignition switch. They are prone to all sorts of odd problems.

Revised 7-June-2014 to add Torx bit picture and source. Also added replacement ignition switch wiring pigtail picture, part numbers and sources.
Some of the symptoms of ignition switch problems are things that don’t work or are intermittent like radio, turn signals, wipers or heater.
There was a FREE recall on Ford ignition switches. They overheat and sometimes catch fire. That burns up the steering column and sometimes the car interior. Since this is very old information, you may not be able to get the switch replaced for free anymore. The auto parts stores sell the switches for $13-$15.
While you are working on the switch, check the wiring and connector closely. A replacement connector with new wiring pigtails is available from most auto parts stores
