Most auto parts stores dont do the OBDI cars, or at least around here they don't, unless they have the Actron Superscanner
They will here, or at least Napa and Advanced, I don't shop at Autozone so I am not sure. I am sure it depends on the store and the person helping. I have seen a Napa guy take a reader off the self and out of the packaging to help someone out. I have my own, just can't remember the place off hand, it is a good scaner for $30 dollars, some place in Texas.

Someone else has alreadly suggested the "Surging Idle Checklist , but it is the best tool you'll find for idle problems. If you are a DIY mechanic, it is very simple to use. If you have someone else doing the work, print it off and take it to them. It includes all the steps you need to dump the codes with just a hair pin or paper clip.
The tech note is arranged in a checklist fashion, and if you follow the steps one at a time, you (or your mechanic) will surely find the problem. Don't skip around, since the checklist depends on the current step completing OK before proceeding to the next step.
The first two posts contain all the updates to the fixes. At last count there were 24 possible causes and fixes for surging idle/stall problems. I continue to update it as more people post fixes or ask questions.
just a tech note? DH22 DTC P0121: ISOLATE BINDING OR STICKING CONCERN
Disconnect accelerator cable and speed control cable from throttle body linkage.
CAUTION: Do not attempt to clean the throttle bore and plate area. Cleaning will damage the throttle body assembly.
Note: Sticking or binding condition can either appear within cables or throttle body assembly.
Rotate throttle body linkage.
Does the throttle body rotate freely without a sticking, binding or grabbing condition?
back to issuse on idle.... I didnt see an answer to ,what happens if you just start the car and watch it? when it gets warm does the idle still climb? when watching engine and it does go up in idle ,try just holding throttle back with hand and see if idle returns back to normal.
just want to add... just start car DO NOT TOUCH THROTTLE AT THIS TIME. IF IDLE DOES NOT RISE,rev engine once and watch to see if it climbs , if tb is sticking it might not start to stick until u move shaft.......what im trying to get you to find is what will recreate the fault.......
ok thanks I will have to do that. I can tell you now that the idle will not rise and stay at 1,500 rpms until the car is fully warmed up.
yes im aware of that and remeber hission50 and I started the questions both looking for same diagnostic on what your symptons are..let car idle for awhile so you know its hot...we know its when hot the idle goes up,,,but im looking for the opposite which is throttle not moved and engine hot ,,,to me that is the first thing to change rpms.
