High RPM Problem

I have a 1998 cobra the original problem that I had was at around 4500 to 5000 rpms it would cut back like it was running out of fuel I have a Diablo programmer when I installed it with the Diablo tune it cuts back at around 6500 rpms this problem seems very strange to me. I would like to know if anyone has encountered anything similar to this I originally thought that this was a fuel pressure problem at high rpms but I am not convinced of that anymore any help would be appreciated.
 
Our cars have IMRC plates and electro/mechanical controls to open them. It's most likely it's an IMRC problem. It always seems to be the IMRCs. 96-98 Cobras are old, and the technology is obsolete. Mine still work, but not as they should..
Mine open at 2300, but they take a while.... meaning 2 seconds...
