hood pins on a 65

I have a question regarding the mounting area for hood pins. Do hood pins mount on the small brackets, which are welded to the radiator support where the rubber stops (threaded) were originally mounted, or should they be mounted in a new hole in the top of the radiator support?

Photos would be greatly appreciated. I need to tell the paint shop to use what they have done or have have them moved to the small brackets

When I had my '65, I put locking hood pins in the top of the radiator support(couldn't trust anyone in highschool). I think using the rubber bumper brackets is a better idea, though. It would be easier to get the pins to stand straight up.
