just wanted to really test the fan.. Figured out what happened. a small bracket from the underside bent up and was pressing on the fan housing causing the fan to not spin..

Sometimes you get lucky! You can run a hot lead from the battery before to test it(I have a few small 12 volt batteries, motorcycle size and a bit larger for remote testing). You can also try a continuity test to see if it is an open circuit and then the battery if it is not.
 
Yeah i found a wiring diagram.. Pretty simple once I really got a look at it.
Black is ground... Orange is the high and orange red is the low speed..
I just jammed a couple wires in the plug and forced the fan to come on using a battery. The circular part of the fan where the blades attach cracked and it was jamming the spinning of the blades.
So I got to get another blade part... The motor was fine...
