How do they measure wheels??

Just curious as to how manufacturer's measure their wheels? I just got some 2003 Chrome Cobra's and from lip to lip they ar 18.5 inches. So, from what points do they measure because surely they don't measure from lip to lip as my wheels are supposed to be 17X9's. Sorry if this is a new-bee question..
