I wonder why it didnt start?

I took apart the carb, the front bowl had a stuck "float" so no fuel was getting in. The rear bowl had a leaking float. The rest of the carb was real dirty, I could scrap off the crud with my nails in the venturi. So now I'm going to have to clean the sucker, install a rebuild kit, fix or change the floats.

Is it safe to put the carb parts in gunk for 20 hours?

Shouldn't hurt them a bit. May even solve your problem.
