idle ajustment

i have a 94 gt and i want to ajust the idle but when i turn the screw under the rubber cap nothing happen my idle stay at the same place, i turn it 1 1/2 turn and nothing happen


let me know if i forgot something

Is the screw moving the part it sits against? (the "arm" on the TB shaft)
It could be that the idle motor (IAC) is just readjusting the idle back down.
