Sometimes my idle will stick at 2000rpms and will not come down unless I rev the car a few times or if I cut the car off then restart it, I have noticed while it is stuck at 2000rpms I can unplug the Idle air control and the idle will fall back to normal, I tried another IAC a while back but it hung with that one also. Is there anything else it might be or should I try another IAC

There is a mod called the "copper cap mod" or called the "IAC restrictor plate mod". Try a search for those phrases...

Yeah, I might try that copper cap mod, But I have a question on how the IAC works, I notice that when the car is at idle I can pull the hose off of the IAC and it has no vacume on it, but if I rev the car with the hose off the IAC opens and pulls vacume is this normal??

if the engine stays running with the IAC disconnected then you have air entering the motor when it should not.

I would look and see if you have a partialy opened throttle blade. is it the stock TB?

That mod is a "Jerry rig" for those that find it annoying that the eec is programed to drop rpms slowly. Sticking idle is a different problem all together and doing this mod only stands to complicate things until he get the original problem fixed.
