Irritating Noise

I've had this irritating noise from the engine compartment for a while now but it's time to make it go away. So you'll know, I am not referring to the noises that the power steering rack makes. I do know that the bushings are a problem and that Ford has no permanent fix for that. Back to the noise in question, if I didn't know better I would think that my speedometer cable was rubbing on something. I do not believe that to be the culprit because it seems to go away if I let off the gas. Any ideas??? Anyone else hearing this noise???
 
Can you explain the noise...other than irritating....rattle, knock, ping, whoosh, whir, zzzztt?!?

And it does it with throttle...wide open throttle...part throttle...any specific rpm ranges...does it do it in neutral and revving....?
 
It sounds kinda like a really low bell ringing sound. It reminds me of the sound that a loud speedo cable makes. It is very hard to describe the sound. Cruising range driving around town. I don't notice it over the wonderful deep cabin drone when I'm at wide open throttle!
