Is 220* for water Temp to hot?

An aftermarket fan such as Flex-a-Lite will allow you to select the temp it will turn on and regulate at. It also has it's own coolant tempurature sensor that senses the water temp more accurately- which is at the radiator.

mine is running rediculously hot

it was 107 degrees here yesterday and i was cruising with the GF with the a/c onm in traffic.

240+ degrees. I must have some magical headgaskets

my fan has been screwed ever sinceford did the recal and the high speed wont come on.

I need to hard wire it but NO ONE ever answers my questions on whether its possible the way I propose.

the ccrm fan switch mod will not work on my car

Yeas that's normal and weird for our cars to operate so extremely high. If you do the high speed fan mod it will drop the temps quickly.

SNOOZER, why doesn't grounding the wire work for you? Take a test light and ground the mofo clip to the battery ground and prod the #17 pin.
