I just installed h and r springs and want to do the shocks. Is it ok to run stock struts since they only have 40k on them?

It's certainly ok (especially while lowering the car just for "looks"), but it's not "ideal."

In a perfect world, you would want new struts/shocks too - ideally they would be matched up with the spring rate of your new springs to take full advantage of the suspension changes. If you have the money...

YMMV
