Does he have a real 40th anniversary car...or just a GT with the side emblems who thinks it is?
Well, they all come with the 40th and 35th badges.
A real 40th anniversay GT is fully loaded, has the painted '03/04 cobra mirrors, no spoiler, gold painted bullitt wheels and has a special "crimson red" color....as well as white and black. They also have gold hood stripes.

The 35th anniversary car has the same scoops as the 01+ Mustangs, machnined wheels and a black hood decal as well as blackout honeycomb ont he rear

Sounds like his is either a GTs(stripped out GT) or a 6 cylinder.I honestly couldnt tell you if it's a real one or not because i dont know what justify's them as real anniversary cars. I used to own this car and i was 99% sure that it had the stock hp rating as the others. I just figured it never hurts to ask. But this car has cloth seats,no traction control,no mach 460 system and wheels like the 00, 01's had from the factory. What makes them a real anniversary car? because i no own a 99 GT 35th anniversary and i wanna know if it's a true anniversary.

Im pretty sure you could order them however you wanted. I knew a chic that had a stripped GT. It still had the 6 cylinder rims. I didnt believe that it was a v8 until I opened the hood.I don't think Ford made GTS Mustangs after 98?
I think it's a 'deluxe' GT.
