I let my car sit outside for about 9 months with the motor apart down to the block, hood closed and a sheet over the block...is my block ruined now? This is what it lookes like.

Now since it was sitting the rigs may be seized to the cylinder walls, I'd soak it for a few days before trying to turn it over.
like SOS pads would do. After getting all the rust off I always clean the gasket surfaces with brake cleaner, just spray some on a rag and wipe her down and will get rid of all the grease and junk. Chasing the threads sounds like a good idea too
