I have a 91 vert and the fusebox seems to be mounted down pretty low under the dash. I don't remember it being mounted this way in the 88 I used to own, but it's been a couple of years and my memory isn't what it used to be.
Take a look at the picks and let me know if this is normal.
In mine it has it's own housing right above where yours is. There is a plate that pulls off the dash, and the fuse box is behind it. It appears that your car doesnt' have this.
