It looks correct. One wire (bk) should be ground and the other two come from the CCRM, which controls the On/Off of the low and high speed fan functions. I'd check the input to the CCRM (usually two yel/bk wires) that feed the fan relay side of it. If those are 12v HOT all times, you have power going to the CCRM. Now you have to figure out if it's the CCRM and it's controlled microprocessor, or something else. Fan is controlled via the CCRM. It also looks like that plug hasn't been connected to anything for awhile. Your fan plug should be attached to the shroud.
