It's Massachusetts. I wouldn't be surprised if it was a state law.
I searched around and looks like outside of airports, or canned racing fuel, it's E10 out of all the pumps. There are some locations that sell small engine fuel, but I haven't been able to find in in my local Home Depots and such.
