Are the Windsor heads/cams out of the Lightning the same as the PI heads/cams out of the 99+ stangs? I might be buying some from a guy and was curious what is different about them and are there different performance gains/losses? Since I currently have Romeo heads will the Windsor heads work? What else do I need to swap out of my car to make them work if they will work?

Yep, all of the PI heads are the same.

the only difference should be the valve covers. all of the PI heads are identical as in the ports, valves, and cams.

I plan on building them up with springs, guids and all the other stuff once I figure out what goes in them and adding some comp cams. So can anyone tell me what else I should use?
