Lights Wont Work

When i turn the lights on in my car they act like i have only put on the parking lights .....the headlights and fog lights will not turn on..... i bought a new switch for the lights but that did not solve the problem and i also replaced the bulbs and all the fuses but still wouldnt work if any one has any idea what could be wrong please help me thank you

Check the relay in the power distribution box to see if the relay is at fault. Test the resistance across the opposite terminals with a multimeter.

Relay wire colors (according to my Haynes manual):
Black - coil; connects to ground
Yellow - coil; connects to the switch (12V with the switch On)
Blue/black - connects to the fuse (20A, also fuses the horn)
Tan/orange - connects to the light assemblies

I have a picture of which one it is at home, so I cannot show you where it is yet....

i checked the relay and it was fine but i will check the resistance across the opposit terminals......thank you
