I am looking to buy a 1992 LX 2.3 Convertible

It has a flashing airbag light that I think is the clock spring, easy fix.

The car also has a check engine light on. I have an Actron code scanner from my old 91' Thunderbird and wanted to know if I could use it to pull codes from the Mustang? Where is the OBD port on the Mustang?

The acron is exactly what you need. As to the air bag count the flashes. It gives a code just like the cel. It could be the clock spring or the air bag box on the dash. Either way it's a simple fix.
I would try and talk him down. I don't see that car being worth what he's asking. Looks like it's going to need to some bodywork and a new top. I wouldn't go more than 1300 on it honestly. Maybe 1500 if you thought you really had to have it.
