The acron is exactly what you need. As to the air bag count the flashes. It gives a code just like the cel. It could be the clock spring or the air bag box on the dash. Either way it's a simple fix.
I would try and talk him down. I don't see that car being worth what he's asking. Looks like it's going to need to some bodywork and a new top. I wouldn't go more than 1300 on it honestly. Maybe 1500 if you thought you really had to have it.

not to sound harsh, that at best is a $1000 car. It's a 2.3 with an AOD and needs work. Expect to get passed by mopeds and people on scooters.
