Loose wire behind center console

Just bought a 96 Cobra convertible and as I was cleaning it up I noticed a loose black wire hanging by the OBDII port. I have attached a picture. Anybody know what this is to?

wire could be to anything since you just bough the car...could be something the previous owner installed then removed

I would put a test light on it to make sure it isn't hot. Its proably a ground though.
