Loud Whirring (long)

My father in law bought my 94GT last year. It has HCI package and about two weeks ago the car started to bog bad. I met him on the street where he was at and it started up fine, but then it bogged and died as he drove off. While he tried to restart it the thing was blowing out black smoke, not bad, but enough to know something isn't right.

Fast forward to today I told him it could be anything from a fuel filter to a bad or broken fuel regulator (Aeromotive). We tore the thing down gave it a tune up while we changed out the regulator. The whole shabang, fuel filter, plugs, distributor cap/rotor, and 9mm Ford wires. He got replacement gaskets for the Performer intake so we could take it off to seat the regulator right.

When everything is done he starts it up and theres a LOUD whirring noise coming from what I believe to be the distributor. So we think that it has something to do with the new ignition changes, we change out everything back to before and nothing. The whirring is still there, I can't figure out what it could be. I don't think that it's an air leak because it's just too loud. There's only one way to install the regulator so I don't think it could be it. We're both stumped right now and have no idea what it could be. I figured that I could tap into some my old buddies and see if you guys can tell me what is this sound?
 
I just put a new distributor in my car recently as well. It made a loud noise(almost like a whipple charger) for the first week it was in. I thought the dist. was bad because the whine was as loud as my blower. Oddly enough it just went away. I think it was just "breaking in"?? It was not a Ford piece so there wasn't an exact fit.

I don't know if this is the same problem, but I thought I'd throw it out there.
