low boost with vortech v2-sq

When I am under fuel throttle, I am only seeing about 4 pounds of boost. I recently added an 8 rib belt conversion with the smallest pulley available and an air to air intercooler. Before I added these upgrades, I was seeing boost topping out near 13 lbs. I understand that an air to air intercooler will cause a drop in boost (between 1-2 lbs) but with this setup I should be seeing at least 14 lbs taking into account the loss for the intercooler. Some help would be appreciated

Now I know why the intercooler was given to me. Time to do a leak test.
