Mechanical fuel pump lever question

First time engine builder... Just got a Holley 110gph mechanical fuel pump and the lever/arm that does the pumping is nearly impossible to move up and down by hand. Is this how they are supposed to be or did I get a faulty one from Summit?

I would think that the lever should be somewhat easy to move by hand... Enlighten me please...

nah, they are usually pretty stiff.
