It seems to be a universal requirement for car shows now, atleast locally. I suspect ever since the nightclub fire insurance companies have become extremely strict with their regulations...to the point of being excessive and unnecessary.
At the MU show this past summer is the first time I noticed them - placed under the front tires of the cars. I knew atleast one car would end up runnign it over, sure enought 4 did. Luckily no one was hurt, that would have been an unfortunate irony.
