If it's a recall the Manufacturer will send you a letter , some TSB are silent that means that it the consumer doesn't complain they won't fix it but if you do they will fix it free of charge .

TSB and recalls are different.
Recalls have a safety issue unlike TSB ( Technical Service bulletin ) and STSB ( Silent Technical Service Bulletin ) don't .
In mass production, theres always going to be similar problems from car to car, plant to plant. Once a company receives X amount of complaints they will learn that there is a problem depending on the variables.. (Year, Model). Because they need to honor a warranty and/or take responsibility for the problem/issue, they will document the problem and offer a solution for the mechanics to resolve the issue.
