My RPM goes high when pressing clutch help?

I need to figure out whats wrong with my throttle response, when Im driving and I press the clutch to put gear in neutral at a stop light the RPM goes crazy and the engine revs for 2 sec without pressing the gas pedal. don't know what could be doing this. I just installed a new ported plenum intake and ported throttle body with both spacers.thanks,

vacuum leak, bad or defective thrttldby or incorrectly adjusted TPS

the TPS is brand new, I didnt find any leaks, last time this happened I had to replace Idle air control valve $50 bucks, this piece is about 3 yrs old think is time to replace? i tried cleaning it and didnt do anything
