mystery engine 351w what does it make?

ok i recently purchased a 351w from a friend and barely got the receipts for it however the receipt is really vague not alot of tech specs on it. it was built by Texas Hot Rods here in town, here are the listed components.

351w .40over
forged pistons-doesnt say what kind or fly cut or not
moly rings
arp main bolts
arp rod bolts
gliptol coated
chamfered crank??
polished crank journals
line bored
new rod and cam bearings

fms roller lifters
pro top line 200 cc alum heads with 64cc
tfs 5.8 efi upper/lower
70mm throttle body and spacer
"custom grind small base circle"- no other details on cam

42lb injectors
c and l mass air meter 42lb tube

mac long tube 1 3/4 into 3 inch prochamber into 3 inch flow paths dumped
255lph pump included

as you can see there arent a whole lot of specs on the engine. im wondering if the 70mm tb is restrictive? any help is appreciated. also i looked in through the valve cover breather and it looks like scorpion rockers on the heads they are chrome/silver in color couldnt see the size stamping on them.

yeah i kinda feel like the 70mm tb might hold it back, is there any tuning involved when switching TB's?
