some one want to build my 88 for this ill pilot it durring races and you can drive it for the track days
So I would have to go to California to get my license or are there resources here in Washington/Oregon?
What is the expected Membership Fee for a NW Series/Chapter?

347HO, the Series in the NW will be sanctioned by ICSCC http://www.icscc.com/
You will need to join the local associate club, IRDC in the club I'm a member of.

The process is laid out pretty well on the site-

You have to first take the 2 day school. If you pass you are issued a Novice license. Then you must complete 3 Novice races. Once that happens if the stewards feel your ready they issue your Competition license. It can all be done locally, no need to goto Cali to get a license. This is the most cost effective way to do it. You could also goto one of the Competition Schools around the country.
