Need help/advice with front header panel bolt.

The front end piece where the headlights sit. I was taking it off today, and one of the bolts that goes through the front of the fender was turning inside the header panel. I managed to get a needlenose on the bolt shank to hold it while I unscrewed the nut the rest of the way.
I obviously cannot tighten it up when it's time for it to go back together, so is there anything I can use to secure the bolt back inside the header panel, to prevent it from turning.

When I replaced the front clip on my 75 I used JB Weld epoxy to secure three bolts that lost the threaded portion on the header panel. It works great. I just snugged the nuts up enough to secure the header to the fenders without over tightening.
