Need help pricing a 98 GT vert for a friend

My friend wants to sell his his car. Here are the details.
KBB & NADA come in around 7-8K but!

1998 Mustang GT 5 Speed Convertable -Atlantic Blue - Condition: good to excellent
103K on the car. 7K on new rebuilt 4.6, upgraded to PI H/C/I. Rebuilt by Titus Will Ford in Renton, 3 year 75K warranty on engine.
Lowered with Eibachs.
Flowmaters welded in.
New CD player w/ remote and 100 watt amp.
Limo Tint.
20x10 Hot Wheels rims.
New brakes all the way around.
New clutch/pressure plate.
