Need help qith dash gauge paint..

I took apart the dash bezel on my 67 fastback in order to paint the needles as they have faded over the years. Somehow, something at some point in this cars life was dripped or seeped into the tach and made a drip mark on the face of the black gauge and settled on the bottom. I have 2 problems here. First is that the drip doesn't seem to be coming off of the gauge face itself. Water doesn't see to do it and I am afraid to try anything else for fear of removing the black paint. Second, when I did use a wet paper towel which had water only, I was cleaning the bottom where the liquid had settled, and a bit of the paint came off on the bottom. Now it shows metal and doesn't look good. It definitely could not be left like that. I would like to know what paint can be used to touch this up which will match. Also, is there something I can use to get the drip mark off without removing more of the paint? Are there replacement gauge faces made without actually replacing the entire mechanical piece? Thanks for the help all.

I always use testors model paint on the needles and usually for any guage face touchups as well. you can custom mix colors to get a perfect match for the guage face. i have done it on a 69 deluxe guage face that is that wierd gray-blue color and it worked quite well.
 
Gauge Paint

Would that be better than buying the faceplate new? do they even sell these without the entire instrument? I also have to figure out a way to get the drip stain removed. I will look at the testors paint, but I am concerned that I will not be able to match that matte/satin black color and it will look bad. I will check though.
