Need help with everything neutral safety

So, it looks like not only am I missing the switch itself, but right where it's supposed to be, it looks spliced.
The wires come from the top and are joined directly to the tail light harness with some good electrical tape. Would I need the whole neutral safety harness too? And where does everything plug into?
Also, what does the right button on the shifter do?
 
There is an add-on wiring harness attached to the main harness under the dash, and it goes through the center of the firewall. The rest of the wiring for the switch is attached to the switch. Both are available new. The switch is Glazier/Nolan G09576, and the harness is G09463.
 
Huh? The neutral/safety/backup wiring has nothing whatsoever to with anything anywhere near the kick panel. If you have a wiring situation at the kick panel, that's a whole 'nother deal and has nothing to do with the neutral/safety/backup switch.
 
The switch is bolted to the side of the transmission around the selector lever, and the wiring goes through the top-center of the firewall and connects to the main harness at that point.

It's there, real greased up.
I was able to turn over the engine in neutral, but I was talking to a guy I know and he said that in a certain situation, it will let you. Is this thing bad and can I just hold off on replacing this until I'm ready?
 
You can easily test it, I would get out of the garage (a place you wont run over anything) Put your foot on the brake, drop the car in 1st and then turn the key, if it cranks then the switch is broken and you SHOULD buy a new one for safety sake. Also it should turn on your reverse lights.
