Accufab makes a polished intake elbow, but I guess you are referring to an air intake tube. The elbow (or what some call the upper plenum) is the 'pipe' that bends 90 degrees from the throttle body down into the manifold.
C&L makes an aluminum pipe, but it's not polished. But with some serious elbow grease, it could be (I may polish mine this summer). See my 2002 engine below:

I have the Accufab Plenum as well, plus a steeda intake. Its a little bling but not too much.

The piece circled is the heat shield from the C&L MAF kit. It's just plastic and is held in place with one screw in the fender (the original one for the air box) and tension on the MAF. You can easily make one yourself out of aluminum sheet - visit you local hobby store. You could also use SS, but it might me tough to bend. I saw a nice polished aluminum one at a local show recently, that looked as good as anything you could buy. I'll give you measurements and angles and pics if you want - just PM me.
Probably not without risking f'ing it up good. If it's brushed, it likely has also been sprayed with a protective coating which would have to be removed first. Polishing aluminum is easy, in theory, hard to do because of the labor involved. Just sand with progressively finer sandpaper, then finish with a metal polish.
