Need some help desperately!!!

I cannot get codes out of the computer, the check engine light just stays on, and my code scanner does not work, though it does on other stangs. Resistance from pin 40 (Ground) to the battery is around 2 ohms, but from 46 (sig rtn) it is about 5,000 ohms, but both are supposed to be 5 ohms or less. So I sanded down all the grounds...didn't help. Then I checked the resistance from each sensor to pin 46, all about .2 ohms. But then I checked the SIG RTN wire at each sensor to the battery, and they were all in the tens of thousands of ohms. All the wiring is brand new,i used the harnesses from ford racing and all the grounds seem to be good, so wheres all this resistance coming from? My buddy thinks its a problem in the computer, which makes sense I think, because my understanding is that the sig rtn is the ground for VREF, so I am measuring ohms through the computer. Any help, corrections in our logic, or ideas welcome....thanks.
