need some help with O2s

I need some help trying to track a problem with my o2 sensors. Heres the problem at idle the voltage has now swing to niether of them thay stay at like 0.24 to 0.30 or or so till i touch the gas then they spike up to 6 to 8 volts. Both of them r brand new put in yesterday. this is the second set if put in this week. Kinda costly. This is what leads me to believe something else is cause'n this problem. And my a/f gauge is pegged at like 17 when idling.

Anybody have any ideas i could really use the help.

no there oem replacements no cutting involved. And im sure there wired up right. Black wires sig to comp. and the two white wires r for heater 12v and a ground right.
