Need Title Help From No Title States

Wondering if nebody on here has dealt with helping someone from a state that require titles get a title for a car by living in a no title state and selling the car to each other with Bill of sale to obtain a title. This car is not stolen and I have the title just cannot contact the original owner possibly died lol. But my state has nothing for this situation and will not help me other than saying he needs to sign the title. If someone has any info at all this would be greatly appreciated.

Did he dissapear or die? Because if he really did die, there could and should be an executor or someone with legal authority to sign to dispose of assets.
I would be worried about the title/bill of sale shuffle in case they keep the money, the paperwork and the car.

Was the car or owner really Found On Road Dead?
I do not know about PA, but it seems the title would be good, IF you got a bill of sale. Can you tell us more?
