New bumper doesn't align with fender

New bumper came in and I can't seem to get this small piece where it meets the fender and headlight to stay in place. The piece sticks out and is quite noticeable.

It's an aftermarket replacement bumper for my 2010 GT. Didn't have a problem with the original bumper the few times I had to take it off.

Anybody know what I can do to make this part stay in place?

Disclaimer: no bodywork training here.

From the shop manual, the bumper cover attaches to a bumper cover bracket and a bunch of plastic pins. Is it possible to move the bracket in (towards the engine) a bit? Nylon washers would be a good choice for shims (they are soft and will not rust). This would pull the cover in.

A more expensive option is to take the car to a body shop and have them tweak the cover.
