I had the same problem when i built my motor i replaced the iac and all other sensors and it would still not idle when the guy did the tune he set the idle with his laptop and it idled perfect that is what worked for me anyway
Pull the spout and unplug the IAC, the car will die but your goal will be to adjust the idle stop screw on the throttle body. The idea is to adjust it so that the car will keep the lowest possible idle without the IAC plug in and with the spout removed. Once you get it right plug the IAC and spout back in and then unplug the battery for a few seconds and then start up the car and see how it idles. let us know how it works out.
