No gas guzzler tax on 04 cobra?

I was just at the Ford dealer looking at the 04 cobras. To bad they still don't have true blue, but they rate the 04's at 17 city and 24 Hwy.
I guess no gas guzzler tax?

I wonder HOW they rate a vehicle to be mandatorily selected for a gas guzzler tax? Does anybody in here know the details about this????

(1/(.495/city MPG + .351/highway MPG))+.15
This is the formula they use.
The gas guzzler tax starts at 22.5mpg.

The dealer I am dealing with is telling me that the gas guzzler tax is included in the purchase price. Please someone clear this up. I am not paying the dealer the tax because I am buying it out of state.
