The emission law is a federal law, not just a state law. It's illegal to run an o/r pipe on a vehicle in any state, it's just that counties that don't have smog tests yet don't check for it. If you get pulled over by an auto enthusiast cop, who smells your o/r pipe, they'll make you take it off. It's happened to my buddy (in WI where there isn't emissions testing in my county) who ran one on an S-10 with a 350.

i second that. my brother had an o/r on his mustang and got pulled over and was told to take it off. sadly he knew the cop and the cop i guess was mad at him, heh. and this was in Logan County, Oklahoma.

....I have never heard of PB Blaster. I'm going to buy some!

Don't use pb blaster on rusty pipes in your driveway, takes the rust right off, then it adhere's to the pavement. That stuff is like a miracle worker.

Also, if the h pipe on the car hasn't been off in a long time, if ever, it may not come off too easy. Don't be suprised if the bolts connecting it to the headers break.

I recommend doing headers at the same time as the h pipe. Kill 2 birds with one stone.

I second installing the H-pipe yourself, it's very straightforward. Just spray all the bolts down good with the PB Blaster or whatever penetrating oil of your choice and let it sit for a few hours or overnight. I used Liquid Wrench, which works well but stinks and tends to give you a headache from the nasty fumes.

I forget what size sockets you'll need but you'll probably need to have a U-joint and at least a 6" extension (might get you by, better to double up a 6" and a 3", or buy something 10" or longer like I did). A breaker bar also comes in handy but you can probably get by with a 3/8" ratchet as long as yours has a decent handle on it. All basic, inexpensive stuff that you should have in your toolbox anyway. An O2 sensor socket would make things easier but I just used vise grips on mine. They were rusted in solid so I removed them after the H-pipe was out of the car.

Sometimes it takes some muscle to get the H pipe free of the hangers, in fact I had to get a 2x4" and a hammer and bang on mine to break it loose, but it's no big deal. Some soapy water on the rubber hangers will help when installing the new pipe if it's a tight fit.

And yeah, a bodyshop could probably do your SFC's, anywhere with a MIG welder and a grinder could really. Just make sure they realize the car needs to be evenly supported on level ground when welding them up b/c obviously you don't want to weld them in with the body tweaked at all.
