No Vacuum at idle, Surging around 2000 rpm ? help?

ok just finished building my 306 for my 88 stang, put the engine in and im having a few problems, pulled codes, no codes came up at all. the engine is surging and stumbling around or below 2000 rpm, has almost no vacuum (dont have a vac guage, but brakes are hard as a rock below 1200 rpm) the engine is a fresh 306, with a b cam and some ported heads, running stock rockers, and a b cam, and 12 degrees of timing. i read another recent thread on here which pointed me to the idea of having a vac leak, or a bad mass air meter, how do i check and see if i have a bad mass air? i know how to check for leaks with the carb cleaner, havent tried it yet though. could it have anything to do with the injectors? im lost any help is great. heres a pic just for giggles:
