The "cow" paint job is actually used to distort the lines of the new car. The velcro places on the car were probably where they attached the "bra's" in order to disguise front/rear fascias, etc. I'm guessing that these were some of the early pre-production cars that they have now wired for long-term (road trip) diagnostics. As we all know, most folks have at least seen pics of the silver or red pre-production models (if not in person at a car show), so the "cow" paint doesn't serve much of a purpose anymore. Ford probably didn't want to waste the $$$ on the cars to have them re-painted, since they will likely be crushed at the end of testing.
That is, unless some lucky Ford employee is able to salvage them.
