O2 sim life span

My friends cobra has o2 sims but just started throwing code 420 and 430. Does than mean the o2 sims went bad? What voltage or ohms should the sims read. When I scanned his car his rear o2 voltage was jumping up and down. I thought the sims made them read a constant number.

Someone posted that his Dallas Mustang units would go bad after every 6 to 12 months. Seems like he changed the rear sensors the last time he replaced the simulators and after almost 2 years everything still works fine.
