After going WOT in 1st gear, I noticed that I blew some motor oil ON TOP of the motor, and it settled on the passenger side valve cover where the bolts go.. that relief in the valve cover for the bolts.

Could this be a faulty PVC valve? Any ideas?

Yep, it's the PCV, but likely it's just the hose that connects to it. I did the exact same thing you've described - gettin on it then finding oil on the pass valve cover. Mine also spit out a bit of smoke when sitting at a light (until I cleaned up the oil) - that really scared me.
OK, what I did to cure the problem, after ensuring the PCV still rattled (telling me it wasn't faulty), is to put a simple hose clamp on the hose that connects to the PCV - problem solved! If te hose is REALLY worn, you can buy a new one, but I'd suggest just getting generic hose and cut it to the length you need.
