Some people get away with using a cheap turbo, many don't. My bet is it would come apart on you once you got it up and running, and just started to have fun with the boost.

Turbo's are the most expensive part of the build, if you buy a quality one in new condition. You can find some really good deals on used turbos, but you need to know what to look for as far as problem areas.
 
My buddy with a 2004 V6 threw an ebay turbo on his car and keeps it around 10 psi and makes 350hp and then runs 14psi aprox 400hp every now and again. His turbo has lasted about a year and a half this far and seems to be doing really well. It is a gamble with the cheap turbos. some last and some (most) dont.
 
The big differnce I have noticed is the bearings in the cheap turbo's. All of your Good Turbo's use ball bearings. Those cheap china Turbo's use wet floating bearings. Just dont cheap out on anything you do to a car, about 98% of the time it comes back to haunt you.
