only boosting 5 psi, help!

When i test drove the car, it had significantly more boost than im getting now. I'm not entirely sure why it's gone all the way down to 5. My guess is that i need to adjust my bleeder, or i have a boost leak. Does anyone know how to adjust a bleeder, or have any other ideas? Thanks guys.

I'm running NO boost controller and I hit 16 psi, and you can't adjust DOWN, you can only adjust up. wastegate may be stuck open would be my guess.

I would make sure the waste gate is opening pre-maturely or is getting stuck open. Also I would check for exhaust leaks.
