ok my gf needs new pads, it just started to gouge one of the rotors. now she doesnt plan on keeping this car for much longer and doesn’t wana spend more money on this car.

can i just put new pads on and say fu to the rotors . preferable solution

Instead of either turning or buying new rotors. i don’t think they can be turned anymore so probably buying them would be the only option.

my question is what will be the side effects of just putting on pads on a rotor with a gouge in them. the gouge is on the outer part of the rotor

If she's going to get rid of the car just throw pads on. It might squeak but it should still work. If the rotors are really bad the car may shake slightly when you hit the brakes. So, if she's gonna off it- don't sweat it.

Why not go to the junk yard pick up a rotor for 10 bucs. Then put the new pads on.So when you sell the car they don't want to knock money off for the brakes.
