P0411 / Smog Pump Problems

1999 Mustang v6 w/ 130k on the clock. I've owned the car since about 20k.

So my CE light has been on for longer then I care to admit, but the car has been running fine so I had been ignoring it. Lately I'm smelling a gas/oil smell (sort of like the car is running rich). I checked the oil (has got about 2500 miles on it), and its at the proper level, so I doubt I'm burning oil. I bought a scanner and pulled the 'P0411' code. I did my research on the code from the forums and saw that it usually referred to the smog pump. I pulled the wheel off and inspected the pump - it came on and seemed to be operating properly when the car was started - ran for about 10 seconds when the car was started, then stopped. It didn't make any strange noise or anything, everything seemed normal. I did see a strange cap on the top of it (see image below). Seemed kind of strange that a hose would go to nowhere, but the cap had the 'Ford' logo stamped on it, so I'm assuming its stock.

Being that the pump is operating normally, any ideas as to what the problem may be? I know I'm on severely borrowed time with my 02's, but wouldn't they be throwing codes if they were not operating properly? I'd rather not spend $200+ replacing them and not have the CE go off.

So far I have:

Replaced Fuel Filter
Replaced plugs/wires
Replaced PCV
Replaced Air Filter
Cleaned MAF

Any Suggestions would be appreciated...Thanks

Not totally sure but does that cap have any slits or small holes in the side?It might a port for pulling air through the pump.It's gotta get air from somewhere.

I'll have to look that code up on my scanner.It has definitions for all OBD 2 codes programmed in.
